There is legislation moving through the Colorado state legislature that endangers GM's revitalization.
Thanks to you, much progress has been made in the days and weeks since the bankruptcy announcement, but if passed, H.B. 1049 would be a significant setback to your progress.
Employees, retirees and suppliers have made considerable sacrifices. As part of that process, major and difficult changes were made to our dealership network as well.
Some of the dealerships that are winding down are now attempting to take advantage of the political process in the Colorado General Assembly to pass a bill that would tie the company's hands and make it much harder to profitably run our business.
Why should H.B. 1049 matter to you?
- This bill prevents GM from having standards that ensure high quality service at our dealerships. The legislation includes a new right that would allow dealers -- no matter how poor their performance has been -- to block GM from opening new dealerships in their vicinity.
- This bill prevents GM the opportunity increase sales in Colorado. Allowing dealers this right to block new dealerships hurts our company, effectively standing in the way of new dealerships that could help increase our sales in the state.
- This bill forces GM to pay for things for which it may not be responsible, and cuts into the company's profitability in Colorado. Another provision in the legislation requires costly upgrade reimbursements to dealerships, whether or not the dealership is even open, or has been sold to another owner.
We understand the frustration the owners of the closed dealerships feel. It wasn't easy for the new GM to make these changes, but such changes are essential to the future success of our company. We do value the strong dealerships that are in Colorado and what they contribute to our success..
We continue to lower our costs, build high quality automobiles and work with dealers all over Colorado to give the state's residents the best product and service.
In the meantime, we need your help in taking action to keep up our strong forward progress in revitalizing this company. We strongly encourage you to contact your state senator and encourage him or her to oppose this legislation

Thanks for your help and commitment to General Motors.
